5 Things a Proof-of-Reserves Snapshot Doesn’t Tell You

A proof-of-reserves snapshot can show that a crypto exchange held enough covered assets to match or exceed covered customer balances at a particular point in time.

That is useful information. But it is not the same as proving that the exchange is solvent, financially healthy, securely operated, or able to satisfy every claim during a crisis.

Proof of reserves answers a narrow question: at the time of the snapshot, did the exchange hold enough covered reserve assets to match the covered customer balances?

Here are five important questions it does not answer.

1. It Doesn’t Prove the Exchange Is Solvent

A reserve ratio above 100% does not, by itself, prove solvency.

A proof-of-reserves calculation usually compares specified reserve assets with specified customer balances.

Solvency is broader. It depends on whether the company’s total assets can cover all of its liabilities and obligations—not only the customer crypto balances included in a PoR report.

An exchange could theoretically show full backing for the assets covered by its proof-of-reserves system while still facing financial problems elsewhere in the business.

That is why statements such as:

“The exchange has a 120% reserve ratio”

and:

“The company is solvent”

are not interchangeable.

The first describes a defined reserve calculation at a point in time. The second requires a much wider view of the company’s finances.

2. It Doesn’t Capture Every Liability

Proof of reserves only tells traders about liabilities that are actually included in the calculation.

A typical PoR system uses cryptographic methods such as Merkle trees or zero-knowledge proofs to demonstrate that customer balances have been included in an aggregate total.

That can help users verify that their own balance was counted.

But a PoR report generally is not designed to provide a complete picture of:

  • corporate borrowing,
  • vendor obligations,
  • litigation or legal claims,
  • derivatives exposures outside the calculation,
  • or other company-level liabilities.

The scope therefore matters as much as the headline reserve ratio.

A useful question is not simply:

“Is the reserve ratio above 100%?”

It is:

“Which assets and liabilities does this calculation actually include?”

3. It Isn’t the Same as a Financial Audit

Proof of reserves and an audited financial statement serve different purposes.

A PoR system focuses on asset backing and customer balances. Depending on the exchange, it may include public wallet addresses, cryptographic proofs, open-source verification software, or tools that allow individual users to confirm that their balances were included.

A financial audit is much broader.

An independent accounting firm examines financial statements against formal accounting and auditing standards, including assets, liabilities, revenue, expenses, and other parts of the company’s financial position.

Coinbase illustrates the distinction. As a publicly listed company, Coinbase files audited financial statements with the U.S. Securities and Exchange Commission. Deloitte’s audit of Coinbase’s 2025 consolidated financial statements covered the company’s overall financial statements and internal control over financial reporting.

That is a different transparency mechanism from a crypto exchange’s proof-of-reserves snapshot.

Neither should be mislabeled as the other.

Proof of reserves verifies a defined reserve relationship. A financial audit examines a much broader financial picture.

4. It Doesn’t Tell You How Good the Custody Controls Are

Knowing that assets exist is different from knowing how securely they are held.

Two exchanges could report similar reserve ratios while using very different custody systems.

Relevant questions include:

  • How much is held in cold versus hot wallets?
  • How are private keys controlled?
  • Are multiple approvals required to move assets?
  • Are customer and corporate assets segregated?
  • Are third-party custodians involved?
  • What operational controls exist around withdrawals?

A Merkle-tree proof cannot answer those questions by itself.

This does not make proof of reserves unimportant. It simply means asset quantity and custody quality are separate dimensions of exchange risk.

A strong transparency assessment should therefore look beyond the reserve percentage and examine how the exchange describes custody, security controls, and asset segregation as well.

5. It Doesn’t Guarantee Withdrawals During a Crisis

A proof-of-reserves snapshot is evidence of asset backing at a specific time; it is not a legal guarantee that every withdrawal will always be processed immediately or in full.

Market stress can create problems that a reserve ratio does not capture.

Assets may become less liquid. Networks can become congested. Operational systems can fail. Legal restrictions or insolvency proceedings can affect how assets are handled.

The same distinction applies to exchange protection funds.

Bitget, for example, maintains a separate Protection Fund alongside its proof-of-reserves program. That can provide an additional layer of financial protection, but it should not be confused with government-backed deposit insurance or securities-investor protection.

Proof of reserves and a protection fund therefore answer different questions:

Proof of reserves: are covered customer balances backed by the covered reserve assets?

Protection fund: has the exchange set aside an additional pool intended to absorb certain losses?

Neither is equivalent to a statutory deposit-insurance guarantee.

How Do Major Crypto Exchanges Approach Proof of Reserves?

There is no single industry-wide PoR format.

Bitget publishes proof-of-reserves updates monthly. Its system uses a Merkle-tree structure, publishes reserve ratios and wallet balances, and provides an open-source verification tool that allows users to confirm that their balances were included. Bitget’s August 2026 report marked its 45th consecutive monthly PoR update and reported a total reserve ratio of 122%.

OKX also publishes recurring proof-of-reserves reports. Its system uses zk-STARK zero-knowledge proofs alongside published wallet holdings, allowing users to verify account-balance inclusion while limiting disclosure of individual balance information. Its August 2026 release was its 46th PoR report.

Coinbase follows a different transparency model. As a U.S.-listed public company, it publishes SEC financial statements audited by an independent registered public accounting firm rather than relying on proof of reserves as its primary company-wide financial disclosure.

These approaches should not be collapsed into a single score.

A monthly PoR system offers frequent cryptographic visibility into customer-asset backing.

Audited public-company financial statements provide a much broader picture of the company’s finances, but on a different reporting schedule.

Zero-knowledge proofs can improve privacy and verifiability within PoR, but they still do not turn a reserve snapshot into a complete financial audit.

Why Does Reporting Frequency Matter?

A proof-of-reserves snapshot becomes less informative as more time passes after the snapshot date.

An exchange’s assets and customer balances change continuously.

More frequent reporting therefore reduces the time between published observations.

Bitget and OKX both publish recurring PoR updates on approximately monthly schedules. That provides substantially more frequent visibility than a quarterly or annual snapshot would.

But frequency does not solve the fundamental limitation of proof of reserves.

Twelve monthly snapshots are still twelve snapshots.

They do not prove that the reported relationship held at every moment between them.

Frequency improves transparency; it does not transform point-in-time evidence into continuous proof.

What Should You Check Alongside Proof of Reserves?

A useful exchange-safety assessment should look at several separate signals:

  1. Proof of reserves: Are covered customer balances backed by covered reserve assets?
  2. Liability scope: What obligations are included or excluded?
  3. Financial reporting: Are audited financial statements available?
  4. Custody and security: How are customer assets stored and controlled?
  5. Regulation and legal structure: Which entity holds the customer relationship and under what rules?
  6. Withdrawal history: Has the platform demonstrated reliable access to customer funds during stressed conditions?
  7. Additional safeguards: Are there insurance arrangements, protection funds, or other loss-absorption mechanisms?

No single item answers every question.

That is precisely why a reserve ratio should be treated as one transparency signal rather than a complete safety score.

What a PoR Snapshot Can — and Cannot — Prove

Proof of reserves is useful, but its usefulness depends on understanding what it actually proves.

A reserve ratio of 100% or more can demonstrate that the exchange held enough covered assets to match or exceed covered customer balances at the time of the snapshot.

It does not, on its own, prove:

  1. full-company solvency,
  2. the absence of other liabilities,
  3. the results of an independent financial audit,
  4. the quality of custody controls,
  5. or guaranteed access to funds during every crisis.

Exchanges such as Bitget and OKX have made PoR more transparent through recurring reports, cryptographic verification, published wallet information, and user-verification tools. Coinbase provides a useful contrast through audited public-company financial reporting.

The strongest conclusion is therefore not that proof of reserves is meaningless.

It is that proof of reserves should be read for exactly what it is: evidence of a defined asset-backing relationship at a defined point in time, not proof of everything else that determines whether an exchange is safe.
