The Get Foreign Money Out of U.S. Elections Act would close the Citizens United loophole that allows foreign-influenced corporations to spend money to influence American elections.
WASHINGTON (July 22, 2026)—Congressman Jamie Raskin of Maryland and Senator Sheldon Whitehouse of Rhode Island reintroduced today The Get Foreign Money Out of Politics Act. Rep. Raskin filed the bill with 66 cosponsors. Sen. Whitehouse filed it with 12 cosponsors. The bill would bar corporations with significant foreign ownership from contributing to candidates, parties, or committees (including super PACs) or from engaging in their direct election spending.
Under current law, multinational corporations with significant foreign ownership—including companies such as Amazon, Chevron, and Uber—can spend money to influence elections despite substantial foreign investment. The Supreme Court’s 2010 Citizens United decision created a loophole that allows foreign investors to acquire ownership stakes in U.S. corporations and then exercise influence over those corporations’ political spending, including contributions to super PACs and independent election expenditures.
The legislation would apply to corporations with at least 1% ownership by a single foreign investor or 5% ownership by multiple foreign investors. These thresholds are widely recognized, including by the Securities and Exchange Commission, as sufficient to provide meaningful influence over corporate governance. The re-introduction comes amid growing concern over the role of corporate money in American elections and renewed scrutiny of foreign ownership in major multinational corporations.
The policy grows from model legislation developed by Free Speech For People. The cities of Seattle, Washington; San Jose, California; and Portland, Maine have all enacted this reform. Free Speech For People is also helping to advance this model bill in state legislatures across the country, including in Hawaii, Illinois, Massachusetts, New York, Pennsylvania, and Virginia.
